Now in Mexico, there exists a tipe of dough that they call Apastelada, that consists of pastry dough, but in this case with no fat. Between each layer the baker places some flour. Since there is not fat, the layers of this dough or drier and with a coarse texture.
The cuello is just one of the pieces elaborated using this type of dough. They are delicate pieces and sprinkles of sugar that give it its flavor.
It is believe that the round and pleated form reminded it's creators of the form of the neck during those colonial times.
